The DVD Forum has completed the its work on the DVD Download Specifications for Dual Layer discs, making the technology available for licensing. Manufacturers of DVD-Download for DL Discs (blank discs) and DVD-Download for DL Drives (writable drives for professional use or home use) may contact DVD FLLC to execute the applicable License for manufacturing DVD-Download for DL Discs and/or DVD-Download for DL Drives. The License for DVD-Download for DL Recorder products is currently not available.

The DVD-Download format features the CSS (Content Scramble System) copyright-protection software that will allow stores to burn movies on to special DVD discs. Sonic Solutions has introduced a certification programme for its Qflix technology, which provides the tools for media companies and retailers to take advantage of the DVD Download standard.
