If you don't want to compress the DVD-9 film, then I would suggest you to use Clone DVD.
It's easy to split a DVD-9 or DVD+R DL's DVD Movie into 2 discs.

The files
VIDEO_TS.BUP
VIDEO_TS.IFO
VIDEO_TS.VOB
Are necessary when creating a DVD video and are exclusive to the full title set.
To split the DVD video you will need a program capable of creating these files again to comply with the split files of the title set. You cannot just use the same files for different parts of the title set they have to be recreated.

Use DVD Shrink, go to RE-Author button, make 2 DVD's of 4,5 Gb, half at one ( if you have 20 make it on one 10 and the other one 10), you will have same Title menu for both, 'cause you need IFO to burn DVD video, or COPY them on HARD and use some Producer (Power from CyberLink or ULead Studio or Pinacle Studio) to make 2 new DVD video disks.
