No, your internet connection is controlled by your ISP. There are programs that "claim" to speed up, but they don't really.

yeah those programs are stupid! But if you use firefox then you can type "about:config" into the adress bar then go to...

network.http.pipelining
network.http.proxy.pipelining
network.http.pipelining.maxrequests

set "network.http.pipelining" and "network.http.proxy.pipelining" to true by double clicking on them and double click on "network.http.pipelining.maxrequests" and set it to a higher number like 30. lastly right click, go to new then integer then type in "nglayout.initialpaint.delay" as the new integer and set it to 0.

P.S. an I allowed to post help on old posts like this? It might be good if someone goes through this for reference.
