I am using W2k and the best packet writer I have used is RSJ CDwriter (www.rsj.de)
It is the only one that does not require pre-formatting your cdrw before using. Allows your cdrw to be read by other drives during intermittent sessions (provided you finalize each). Can make bootable cd copies.
Latest version (2.x) works without interfering other burning software like Nero or Clone. Not too user friendly other than packet writing.

Yeah no wonder you have not tested it at $110 US it is by far the most expensive packet writer and it too is not without its problems although it is supposed to be light years ahead (no pun intended) of the rest.
