Has anyone had any problems trying to do this. I was trying to create a VCD using MS photo story 2 and got the error "No recordable Drive Found".

Maybe you need to upgrade the MS photo story 2 version so it can support the burner.
I normally use TMPGEnc plus and DVD2SVCD for my VCD/SVCD needs
It can do DVD, AVI, DVB and make DVD, SVCD, VCD with it.
TMPGEnc is a stand alone (try the wizard) encoder, but it can be use with DVD2SVCD for ez DVD to CD/DVD convertion.
A nice place to start is www.doom9.org for your software.
chk out TMPGEnc DVD author for the full DVD menu experience

I have the latest update for photostory installed. Will the software you list let me edit & resave a *.psc file previously created using photostory?

*.psc is a small or big file ?
i think a .psc is just an template or a save project. You should still have your movies files somewhere?
As Minos said maybe it because you have another CD ou DVD drive in your PC and the Software start default to this drive, i would look around in the option to make sure your drive is the one selected as the burner drive, since it look like you never use it with the NEC drive...
You can look up more info there :
www.microsoft.com/windowsxp/using/moviemaker/learnmore/northrup_photostory2.mspx
In the : create a video CD window you can select the drive... make sure its the NEC.
