Does everyone else get the older version when they try to download the latest v4.635 (x86 or x64)? The changelog file is updated in each zip file but the MSI file is from an older version.

I had the same problem... I think I checked the md5sum of the two versions (old 4.634 and new??? 4.635 msi's) and they were the same. Perhaps they forgot to add the correct msi to the archive. No idea.
