is there any way I can make a new VCD if a save files from other VCDs as nrg files ?

Use Nero to burn the Images as they should be Nero Image Files !!!

Do you mean saving multiple VCDs as multiple .nrg files, and then combining them into one VCD? I don't think that is possible that way, or at least not directly. You have to rip the movie files from the image, and combine them, and then re-author a VCD.

Well, you need to rip the MPEG out of the VCDs, which is usually as simple as copying out the .dat file and re-naming it .mpg. Then I would suggest loading it into TMPEG or something similar, and combining the MPGs. Alternatively, you could just load each mpg as a seperate track on the new VCD that you author in Nero. That would be easier, but there would be a tiny gap during playback when you switch between files.
