BenQ has officially released QScan 1.0 scanning tool on Nov. 09, 2004
See below for a brief info:

Supported BenQ DVD Re-Writers:

1. DW1620 (Start from firmware version B7M9)
2. DW1610 (Start from firmware version B8M9)
3. DW1620 Pro (Start from firmware version B7P9)

Notice: User manual is included in the ZIP file.

I have seen this. It supposed it measures the quality for a blank media, isn't it?

Again, it's a more a matter of "compatibility of the disc in a BenQ drive" than pure disc quality. Still, very useful addition, imho!

Correct.
BenQ introduced this tool to give user the ability to test their blank media, and to decide which burning speed is better for it, no matter what's the claim speed.

As you can see the verify result which I posted above, the CMC MAG F01 claim speed is 4x, with newer version of firmware you can burn it at 8x speed. And the TE/FE verify result also indicated 8x is ok for this blank media.
