First off, PS2 will not play *ANY* CD-R (except audio) without some sort of modification (chip etc...).
Secondly PS2 uses some sort of customised MPEG-2 format, which is not avalible without a license.
However if you have a good chipped PS2 (Messiah chip), and download special VCD/SVCD players from "places" on the net, I'm shure you can get a VCD/MP3 CD to work on it.
It will take much research, time and patience and $$$ even.
As you may have guessed, Sony obviously didn't want these sort of things readable in the console, and as such, did everything to prevent it
