this motherboard's PC CHIPS M811LU(V3.1) maxed AMD 2600 CPU support.

but what would happen if i put a AMD 2800 in it? will it still work by clocking at a lower speed or will it not work at all?

Perhaps with a BIOS upgrade for your system board... No idea though really.  I am not familiar with the system you have.  It's a gamble.  There may be something in your BIOS that will not recognize a faster CPU.
