can I use that to clip a MPEG file so that I get a MPEG file with only part of the original file showing?

Yes you can use it to edit your MPEG. It will allow you to pick a start point and a stop point and save that clip as another MPEG...

thanks for your reply. another related question I have is if there is a way to get rid of certain things that appear in a MPEG file?

Well you could edit the mpeg into parts that do not have the parts you want to edit out and then rejoin the Mpeg without them.
