Hi, does any out there run this on a slow system?

I bought this for the new system I am building but I decided to use it to burn some files I want to transfer to use on my new system.

The slow old comp is a P166 64MB
I read in a mag that only burning at 16x will ensure I don't make any coasters and that seems to be fine.

But when reading is set to 40x the CD-RW whirs, starts, whirs some more freezes and so on.
I reset read speed to 16x and everything is fine, so is 16x my limit or is there something more serious going on here?
