Hello ps2-newb and welcome to the forum
I don't know about the specific chip but i am sure that its not a never seen before solution.
I have seen external modchips with compatibility problems mainly with original movies.
You have to unplug the chip to playback them
There are also other external modchips but i cannot understand why the specific modchip is cheaper than the DMS3
