A levy on blank recording media and digital players, would allow consumers the right to make backup copies of original CDs for personal use, including creating their own compilations on CD or tapes from original CDs or old vinyl records.

Currently, this is prohibited under Australian law, yet it has been successfully implemented in over 25 countries world wide.
