Every time I power down and power up, the drive fails out, but EVERY time I reset, the drive works fine.

The answer may be as close as your BIOS configuration. Some of the earlier Pentium motherboards started up and finished the power on self-test (POST) earlier than the drive could finish powering up, therefore not being able to detect the hard drive. Once the drive was at full power and you reset the computer the POST was able to find the drive.

One or both of the following procedures might overcome this problem:

  1. Check the advanced settings in your BIOS for a "Startup Delay" option and experiment with the time settings.
  2. Disable "Fast Boot" or enable "Memory Count Above 1 MB" (These settings might be worded differently, depending on your BIOS type.

You may have other options in your system setup program that will slow down the POST and allow more time for the drive to complete its own POST. Check your system documentation or contact your system manufacturer for complete information or instructions.
