Problem in burning at 4x

I have an 8x burner, and I want to burn at 4x with Nero since my cd-writer can't burn at 8x anymore without making a coaster. But no matter which recording speed I select, it will burn at 8x saying it recorded at 4x

If Neros log file indicates a 4x writes, then that is the write it is doing.
I would uninstall and reinstall your Nero software, and then time the write operation to be sure of the true write speed.
