I recently came across with some dvd-r media on sale (Verbatim Datalife Plus Advanced AZO). These came in spindle boxes of 10 and 25. I noticed that the spindle boxes of 10 were made in taiwan and the 25 ones in india. Although both are supposed to be the same media I think that there are could be differences in quality between them. Any comments?

Yes probably the media made in Taiwan are Ritek , while the india Moeser Bayer...

The question is if these media are identical or difefrent in quality since they are supposed to be the same.

I think that all Verbatim media are made by MCC and MKM. If they are made by Ritek or Moeser Bayer they are not Advanced AZO.

quality for sure its different, sometimes verbatim is using (at least i knew) for their CD-R, media from Ritek

From the labels on the box it reads "Verbatim DataLifePlus Advanced AZO DVD-R 8x CERTIFIED Reorder 43470 Made in Taiwan"

Actually the Taiwanese media could be from either CMC or Prodisc (you could tell them apart by the s/n on the hub ring) as those two are MCC's manufactering partners for Verbatim media. As for India I'm not sure, but my guess would also be Moser Baer.
