Is there a tool out there that can create .iso's thru the command line so batch files can be written to automate processes. It does not necessarily have burn the .iso, just create/edit a new or existing .iso.

Again this has to be windows based... I know its possible on Linux, but not sure if anything is available on Windows (XP/2003/2000)

You can try MagicISO. Never used it myself, but it *says* it does what you want in the tutorial.

FWIW, I've seen some references to a Cygwin build of mkisofs, but I'm not sure if it supports DVD ISO & UDF filesystems.

Ya, i found those both. I was able to locate a build of mkisofs that works for UDF, its exactly what i needed and is also free which makes it even better.
